Seabees assigned to Naval Mobile Construction Battalion 27 homeported in Brunswick, Maine along with the Army 341st Multi Role Bridge Company and Marine Corps Kilo Co. 3rd Battalion, 7th Marines recently completed a construction project in support of Operation Iraqi Freedom in al Anbar province.
The Mission consisted of constructing an 800 foot incursion barrier spanning the Euphrates River. Petty Officer 1st Class Brian Workman, of Lowell, Mass., Lead Petty Officer for NMCB-27 lead the project which included steelworkers, construction mechanics, equipment operators and an engineering aid and builder from NMCB-27 as well as coordinated all efforts between the other services.

LOS ANGELES–Two Los Angeles ports dove into emergent technology with the announcement of an anticipated installation of waterborne security barriers.
The Board of Harbor Commissioners identified Siemens Building Technologies as the contractor for its $2.9-million project to construct 10,000 feet of floating security barriers for the Ports of Los Angeles and Long Beach. Each stretch of waterfront will receive 5,000 feet.
Port of Los Angeles Director of Homeland Security George Cummings said the portable product allows for flexibility of use and operational schemes. It can create a port security barrier to close off channels against potential threats and form a line of demarcation around vessels moored in the harbor, he said.
“It’s a day-to-day thing. That’s the genius about them. We can move them when we want to,” said Theresa Adams Lopez, public relations director for the Port of Los Angeles.
As two of the nation’s largest commercial ports, the barriers are part of larger, ongoing security measures to protect the waterways, Lopez said.
Siemens subcontracted Wave Dispersion Technologies to design and fabricate the “heavy duty” plastic and rubber-coated, steel-cabled equipment within the next 90 days, Cummings said.
Project completion is estimated within five months and will be funded through a Transportation Security Administration.
Two Secure Around Flotation Equipped boats are other recent security additions, along with a mobile communication center for port police and a container inspection facility.
To date, Los Angeles has received $26.6 million in TSA Port Security grants to strengthen security measures.
The next step in the barrier project is to solicit proposals from marine service companies to help port officials and police handle and manage the floating barriers, Cummings said.

Authorizing the expenditure of Transportation Security Administration (TSA) Port Security Grant Funds, the Board of Harbor Commissioners has approved an agreement with Siemens Building Technologies for waterborne security barriers. The $2.9m design-build agreement includes the design, fabrication and delivery of 10,000 feet of floating security barriers. The Port of Los Angeles is taking the lead on this joint Port of Los Angeles/Port of Long Beach project which was approved in Round 3 of the TSA’s Port Security Grants. Each port will receive 5,000 feet of the waterborne barriers. These barriers will be placed at key locations around the ports during heightened security times. They will provide protection against certain types of attacks and will form a line of demarcation. The Port of Los Angeles has received a total of $26.6m in TSA Port Security Grants. To date, these grants have been used for the purchase of two SAFE harbor patrol boats, purchase of an interoperability communications vehicle, and feasibility study/design for a joint container inspection facility. Additionally, several projects have received grant funding and planning is underway for: a Port-wide camera surveillance system, Cruise Center vehicle screening system, Cruise Center perimeter security system, and Port of Los Angeles facility enhancements system.

Talking about port security: The ports of Los Angeles and Long Beach, the largest commercial ports in the United States, have contracted Summit, New Jersey-based Wave Dispersion Technologies (WDT) for the company’s floating marine barriers, the WhisprWave Small Craft Intrusion Barrier (SCIB).
SCIBs create a floating line of demarcation and exclusion zone for maritime force protection. The SCIB is on the robust side, designed for the severe marine conditions including winds of 100 MPH. Loads are carried by steel cables encased in two-inch EPDM rubber connecting cables. These same steel cables create a sturdy maritime port security barrier against intrusions or entry by unauthorized, stray, or threatening vessels.
The $2.9 million contract includes the design, fabrication, and delivery of 10,000 feet of floating security barriers. Delivery will begin within ninety days and completed by year’s end. This contract is Wave Dispersion’s largest installation to date.
There is an added benefit to WDT here. The Los Angeles Harbor engineers and WDT design staff will fashion a SCIB specifically designed for the requirements of the Port of Los Angeles and the Port of Long Beach. The company anticipates that the modifications to the SCIB will be helpful in future installations at other ports, and it plans to call the modified product the LA-SCIB.

WhisprWave Installed at California Coast Guard base
Sylvan Lade-based Wave Dispersion Technologies, Inc. completed its largest contract, the company said last month, an installation of the WhisprWave Small Craft Intrustion Barrier at the U.S. Coast Cuard Integrated Service Command at Alameda, Calif.
The total contract was in excess of $900,000
The patented floating marine barrier encloses a security zone of 2,400 feet and incorporates two swinging gates of 725 feet and 825 feet to allow for movement of Coast Guard Cutters into and out of the exclusion zone.
Alameda is on a small island in San Francisco Bay.

Wave dispersion system gets new installation: Wave Dispersion Technologies Inc., a Sylvan Lake company managed by search engine optimization entrepreneur Jonathan B. Smith, announced Monday that it had completed the installation of one of its WhisprWave® Small Craft Intrusion Barrier™ systems at the United States Coast Guard base in Alameda, Calif. The installation was completed last Wednesday. The floating marine barrier, made of large interlocking plastic pieces, encloses a security zone of 2,400 feet and incorporates two gates to allow movement of Coast Guard cutters into and out of the exclusion zone. The total contract, valued at more than $900,000, is the largest completed contract to date.
